Making the Parmesan Sauce

Create the Roux
Add the all-purpose flour to the melted butter. Whisk continuously for about 1-2 minutes until it turns a light golden color and forms a roux.

Add Milk
Slowly pour in the milk while whisking to avoid lumps. Continue to cook, stirring constantly, until the mixture thickens and starts to bubble.

Incorporate Parmesan
Lower the heat and stir in the grated aged Parmesan cheese, dried oregano, and dried basil. Mix until the cheese has melted and the sauce is smooth. Season with salt and pepper to taste.
Serving the Dish

Plate the Tilapia
Place the grilled tilapia fillets on serving plates.

Generously spoon the Parmesan sauce over each tilapia fillet.
