Prepare the Batter
In a large mixing bowl, combine the diced jalapeños, shredded cheddar cheese, shredded Monterey Jack cheese, all-purpose flour, baking powder, beaten egg, milk, salt, and black pepper. Mix until all ingredients are well incorporated to form a thick batter.

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). To test if the oil is ready, drop a small amount of batter into the oil; it should sizzle and rise to the surface.

Fry the Fritters
Using a tablespoon, drop spoonfuls of the batter into the hot oil, making sure not to overcrowd the pan. Fry the fritters for about 3-4 minutes on each side, or until they are golden brown and crispy. Use a slotted spoon to remove the fritters and place them on a paper towel-lined plate to drain excess oil.

Add Parmesan
While the fritters are still hot, sprinkle the grated Parmesan cheese on top of each fritter.

Mix the Dressing
In a medium bowl, combine the sour cream, mayonnaise, chopped parsley, chopped chives, lemon juice, garlic powder, salt, and black pepper. Whisk together until smooth and well blended.

Serve
Serve the hot jalapeño cheese fritters on a plate alongside the creamy herb dressing for dipping.
