Sauté Aromatics
In a large skillet, heat the olive oil over medium heat. Add the chopped onion and bell pepper, sautéing until softened, about 5 minutes. Add the minced garlic and cook for another minute.

Cook the Beef
Increase the heat to medium-high and add the ground beef to the skillet. Cook until browned, breaking it up with a wooden spoon, about 8-10 minutes.

Add the Sauce and Seasonings
Stir in the tomato sauce, raisins, Spanish olives, ground cumin, oregano, salt, and black pepper. Mix well and bring to a simmer.

Simmer
Reduce the heat to low and let it simmer for about 20 minutes, stirring occasionally until the flavors meld together.

Serve
Serve the picadillo over white rice with a side of black beans.
