Start by peeling and deveining the shrimp. Dice the lobster meat into bite-sized pieces. Mince the garlic, chop the green onions, and dice the bell pepper.

In a small bowl, mix cornstarch with water to create a slurry. In a separate bowl, combine chicken broth, soy sauce, sesame oil, black pepper, salt, and sugar. Add the cornstarch slurry to this mixture and stir well.
