Prep the Shrimp
Rinse the shrimp under cold water and pat dry with paper towels. Set aside.

Prepare the Vegetables
Slice the bell pepper, julienne the carrot, chop the green onions, and mince the garlic and ginger.

Make the Sauce
In a small bowl, mix the soy sauce, oyster sauce, sesame oil, cornstarch, and water until well combined. Set aside.

Heat the Oil
In a large skillet or wok, heat the vegetable oil over medium-high heat.

Cook the Shrimp
Add the shrimp to the skillet and season with salt, black pepper, and red pepper flakes. Stir-fry for about 3-4 minutes until shrimp are pink and opaque. Remove from the skillet and set aside.

In the same skillet, add the garlic, ginger, bell pepper, carrot, and green onions. Stir-fry for about 3-4 minutes until vegetables are tender but still crisp.

Return the cooked shrimp to the skillet with the vegetables. Pour the sauce over the mixture and toss to coat. Cook for an additional 2-3 minutes until the sauce thickens.
