Prepare Moo Shoo Beef Filling

Cook the Beef
Cut the beef sirloin into thin strips. In a large skillet, heat 1 tablespoon of vegetable oil over medium-high heat. Add the beef strips and stir-fry for about 3-4 minutes until browned. Remove and set aside.

Sauté Vegetables
In the same skillet, add the remaining tablespoon of vegetable oil. Add the shiitake mushrooms, carrots, and garlic. Stir-fry for about 3 minutes. Add the green onions, ginger, and cooked beef back to the skillet.

Prepare Pancake Batter
In a bowl, whisk together the all-purpose flour and salt. Gradually add the water while mixing until a smooth dough forms. If using, fold in the chopped scallions.

Cook the Pancakes
Divide the dough into 4 equal portions. Roll each portion into a thin circle about 6 inches in diameter. Heat a non-stick skillet over medium heat and cook each pancake for about 1-2 minutes per side, until golden brown. Keep warm.

Mix the Sauce
In a small bowl, combine the soy sauce, rice vinegar, sugar, sesame oil, and hot sauce (if using). Stir well until the sugar dissolves.
Assemble and Serve

Assemble Moo Shoo Beef Burritos
To serve, place a few spoonfuls of the moo sho beef filling onto a pancake. Roll it up like a burrito and secure with a toothpick if necessary. Serve with the sauce on the side.
