Marinating the Beef

Prepare the Marinade
In a bowl, combine the soy sauce, rice vinegar, sesame oil, honey, minced garlic, grated ginger, and black pepper.

Marinate the Beef
Slice the beef sirloin into thin strips. Add the beef to the marinade and mix well. Cover the bowl and refrigerate for at least 30 minutes, or up to 2 hours for more flavor.

Prepare the Breading
In a separate bowl, mix the all-purpose flour and cornstarch together. In another bowl, whisk the egg and water until combined.

Bread the Beef
Remove the marinated beef from the refrigerator. Dip each piece into the egg mixture, then coat it with the flour-cornstarch mixture. Ensure each piece is evenly coated.

Heat the Oil
In a large skillet or deep fryer, heat the vegetable oil over medium-high heat until it reaches 180°C (356°F).

Fry the Beef
Carefully place the breaded beef pieces in the hot oil, frying in batches to avoid overcrowding. Fry for about 3-4 minutes, or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Serve the Dish
Arrange the fried beef on a serving platter. Garnish with mandarin orange segments, chopped green onions, and a sprinkle of sesame seeds. Serve immediately.
