    Wash and chop the bell pepper, zucchini, carrot, and snow peas into bite-sized pieces. Slice the green onions, keeping the white and green parts separate. Mince the garlic and ginger.

    In a small bowl, combine soy sauce, rice vinegar, hoisin sauce, sesame oil, cornstarch, water, and red chili flakes. Whisk until smooth and set aside.

    In a large skillet or wok, heat vegetable oil over medium-high heat. Add the white parts of the green onions, garlic, and ginger. Stir-fry for about 30 seconds until fragrant.
