In a small bowl, whisk together soy sauce, hoisin sauce, rice vinegar, sesame oil, cornstarch, water, and red pepper flakes until smooth. Set aside.

Dice the bell pepper and zucchini into bite-sized pieces. Slice the green onions, keeping the white and green parts separated. Mince the garlic and ginger.
