Preparing the Chicken

Marinate the Chicken
In a large bowl, combine the chicken thighs with salt, black pepper, and garlic powder. Let marinate for at least 30 minutes.

Prepare the Batter
In another bowl, mix the all-purpose flour and cornstarch together. Gradually add water to create a thick batter.

Coat the Chicken
After marinating, dip each piece of chicken into the batter, ensuring it is fully coated.

Heat the Oil
In a deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Chicken
Carefully place the battered chicken into the hot oil and fry for about 6-8 minutes until golden brown and cooked through. Remove and drain on paper towels.

Add the Bell Pepper
Add the sliced green bell pepper to the pan and stir-fry for 2-3 minutes until slightly softened.

Mix in the Sauce Ingredients
Pour in the soy sauce, honey, rice vinegar, and sesame oil. Stir well and let simmer for another 2 minutes.

Garnish with chopped green onions and serve hot.
