Prepare the Marinade
In a mixing bowl, combine the sliced beef sirloin, soy sauce, cornstarch, Shaoxing wine, and black pepper. Toss well to coat the beef evenly. Let it marinate for at least 30 minutes at room temperature.

Heat the Oil
In a large wok or frying pan, heat the vegetable oil over medium-high heat until hot.

Cook the Chilies
Add the dried red chilies to the hot oil and stir-fry for about 30 seconds until they darken and become fragrant.

Stir-Fry Vegetables
In the same wok, add the bell pepper, zucchini, green onions, garlic, and ginger. Stir-fry for about 4-5 minutes until the vegetables are tender-crisp.

Combine Ingredients
Return the cooked beef to the wok with the vegetables. Add the hoisin sauce, rice vinegar, and peanuts. Stir everything together and cook for another 2-3 minutes until heated through.

Finish with Sesame Oil
Drizzle the sesame oil over the stir-fry and give it a final toss to combine. Remove from heat.
