In a medium bowl, combine the sliced beef, 2 tablespoons of soy sauce, Shaoxing wine, and cornstarch. Mix well to coat the beef evenly. Cover and let it marinate for at least 30 minutes.

In a small bowl, whisk together 3 tablespoons of soy sauce, rice vinegar, sugar, sesame oil, cornstarch, and water until smooth. Set aside.

In the same skillet, add the dried red chilies, garlic, and ginger. Stir-fry for about 30 seconds until fragrant. Then add the diced red bell pepper, green bell pepper, and zucchini. Stir-fry for another 3-4 minutes until the vegetables are tender-crisp.
