    Dice the bell pepper, julienne the carrot, and slice the green onions. Mince the garlic and ginger.

    In a bowl, combine soy sauce, Hunan chili sauce, rice vinegar, sugar, sesame oil, cornstarch, and water. Stir well until the cornstarch is fully dissolved.

    In a large skillet or wok, heat the vegetable oil over medium-high heat until hot.

    Cook the Shrimp

    Add the shrimp to the skillet and cook for 2-3 minutes, stirring frequently, until they turn pink and opaque. Remove the shrimp from the skillet and set aside.
