Prepare the Beef
Slice the beef against the grain into thin strips, about 1/4 inch thick.

Marinate the Beef
In a bowl, combine sliced beef, 2 tablespoons of soy sauce, black pepper, and cornstarch. Mix well and let it marinate for at least 15 minutes.

Prepare Garlic and Green Onions
Mince the garlic cloves and chop the green onions into small pieces, separating the green parts from the white parts.

In a large skillet or wok, heat 2 tablespoons of vegetable oil over medium-high heat.

Sauté Garlic
In the same skillet, add the remaining tablespoon of vegetable oil. Add minced garlic and sauté for 30 seconds until fragrant.

Make the Sauce
Add beef broth, remaining 2 tablespoons of soy sauce, brown sugar, and sesame oil to the skillet. Stir well to combine.

Return the cooked beef to the skillet and add the white parts of the green onions. Cook for an additional 2-3 minutes until the sauce thickens and coats the beef.
