Prepare the Dirty Rice Mixture
In a large skillet, heat a tablespoon of oil over medium heat. Add the onion, celery, green bell pepper, and garlic; sauté until softened. Add the ground beef and andouille sausage, cooking until browned. Stir in the cooked rice, cayenne pepper, paprika, black pepper, and salt. Mix well and cook for an additional 5 minutes. Remove from heat and let cool slightly.

Fry the Cakes
In a large skillet, heat the vegetable oil over medium-high heat. Once hot, carefully add the rice cakes in batches, frying until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.
