Make the Brownies
Preheat the oven to 350°F (175°C). Grease a 9x13-inch baking pan.

In a large saucepan, melt the butter over low heat. Remove from heat and stir in the granulated sugar and brown sugar until combined.

Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

In a separate bowl, whisk together the flour, cocoa powder, and salt. Gradually add the dry ingredients to the wet ingredients, mixing until just combined.

Fold in the chocolate chips. Pour the batter into the prepared baking pan and spread evenly.

Bake for 25-30 minutes or until a toothpick inserted into the center comes out with a few moist crumbs. Allow to cool completely before cutting into squares.

Make the Kahlua Whipped Cream
In a medium bowl, combine the heavy whipping cream, Kahlua, and powdered sugar.

Using an electric mixer, whip the mixture until soft peaks form. Refrigerate until ready to serve.

Assemble the Dessert
Plate the brownie squares and top each with a dollop of Kahlua whipped cream.
