Prepare the Vermicelli
Soak the vermicelli noodles in hot water for about 10 minutes until they are soft. Drain and chop them into small pieces.

Make the Filling
In a bowl, mash the tofu until smooth. Add the minced garlic, grated ginger, soy sauce, sesame oil, and cornstarch. Mix well until fully combined. Fold in the chopped vermicelli and chopped green onions. Season with salt and pepper to taste.

Form the Dumplings
Take a small portion of the filling and place it in the center of a dumpling wrapper. Fold the wrapper over to create a half-moon shape and seal the edges by pinching them together. Repeat until all filling is used.

Prepare the Sauce
In a small bowl, mix together the chili oil, rice vinegar, and toasted sesame seeds. Adjust seasoning if needed.

Steam the Dumplings
Set up a steamer over boiling water. Place the dumplings in the steamer basket, making sure they are not touching. Steam for 15-20 minutes or until they are cooked through.

Serve
Serve the steamed dumplings hot with the sesame chili sauce on the side for dipping.
