In a medium saucepan, combine long-grain white rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for about 20 minutes until rice is fluffy and water is absorbed.

Cook the Meat
In a large skillet over medium heat, add ground beef. Cook until browned, breaking it apart with a spatula as it cooks, about 5-7 minutes.

Add Chicken Liver (if using)
If using chicken liver, chop it into small pieces and stir it into the skillet. Cook for an additional 3-4 minutes until cooked through.

Season the Mixture
Stir in creole seasoning, black pepper, and salt to taste. Mix well to ensure everything is evenly coated.

Combine with Rice
Add the cooked rice to the meat mixture and stir until fully combined. Cook for an additional 5 minutes to warm through.

Remove from heat and stir in chopped green onions. Serve hot as a side or main dish.
