Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Beat the egg and add it to the mixture. Gradually add water until the dough comes together. Knead until smooth, wrap in plastic, and refrigerate for 30 minutes.

Prepare the Filling
In a bowl, mix the shredded cheese, chopped cilantro, black pepper, and salt. Set aside.

Assemble the Empanadas
On a floured surface, roll out the chilled dough to about 1/8 inch thick. Cut into circles (about 4 inches in diameter). Place a tablespoon of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and crimp the edges to seal.

Fry the Empanadas
In a deep skillet, heat vegetable oil over medium heat. Fry the empanadas in batches until golden brown, about 3-4 minutes per side. Drain on paper towels.
