Prepare the Filling

Cook the Filling

In a skillet over medium heat, heat 1 tablespoon of olive oil. Add chopped onion and minced garlic, sauté until the onion is translucent. Add ground beef, bell pepper, cumin, paprika, salt, and black pepper. Cook until the beef is browned and cooked through. Remove from heat and let it cool.

Prepare the Dough

In a bowl, mix together the flour, baking powder, salt, and sugar. In a separate bowl, whisk the egg, milk, and vegetable oil. Combine the wet and dry ingredients, mixing until a dough forms. Knead the dough lightly on a floured surface until smooth.

Form the Baclaitos

Divide the dough into small balls, about 1.5 inches in diameter. Flatten each ball and place a spoonful of the filling in the center. Fold the dough over the filling and seal the edges tightly.

Fry the Baclaitos

In a deep frying pan, heat vegetable oil to 350°F (175°C). Carefully drop the filled dough balls into the hot oil, frying in batches until golden brown, about 3-4 minutes per side. Remove and drain on paper towels.
