Prepare the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually pour in the boiling water while mixing with a fork or chopsticks until a shaggy dough forms.

Knead the Dough
Transfer the dough to a lightly floured surface and knead for about 5-10 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out the Dough
Divide the dough into 4 equal portions. Roll out one portion into a thin circle, about 8 inches in diameter.

Add Scallions
Sprinkle 1/4 cup of chopped scallions evenly over the dough circle. Roll the dough tightly into a log, then coil it into a spiral shape. Flatten it gently with your hand.

Fry the Pancakes
Heat 1/4 cup of vegetable oil in a frying pan over medium heat. Place the pancake in the pan and fry for about 3-4 minutes on each side, or until golden brown and crispy. Repeat with remaining dough portions.

Cut the pancakes into wedges and serve hot with shoyu sauce or ginger soy sauce for dipping.
