Cut the chicken breast into bite-sized pieces and set aside.

Chop the bell pepper into thin strips and slice the green onions finely, separating the white parts from the green tops.

Mince the garlic and ginger. In a bowl, mix the soy sauce, chili oil, rice vinegar, minced garlic, minced ginger, and sugar.
