In a large mixing bowl, combine the all-purpose flour and salt. Gradually add the water while mixing until the dough comes together.

Transfer the dough onto a floured surface and knead for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

In a bowl, mix together the ground pork, cabbage, green onions, garlic, ginger, soy sauce, sesame oil, salt, and pepper until well combined.

Cover the filling mixture and refrigerate for at least 20 minutes to allow the flavors to meld.

After resting, divide the dough into small pieces (about 1 inch). Roll each piece into a thin circle on a floured surface.
