Prepare the Vegetables
Wash and julienne the carrot, cucumber, and red bell pepper into thin strips. Rinse the bean sprouts and chop the cilantro and mint leaves. Tear the lettuce into smaller pieces.
Assemble the Spring Rolls

Soak the Rice Paper Wrappers
Fill a large bowl with warm water. Dip one rice paper wrapper into the water for about 10-15 seconds, or until it is soft and pliable. Remove from the water and place it on a clean, flat surface.

Fill the Wrapper
Place a small amount of each filling ingredient (carrot, cucumber, red bell pepper, bean sprouts, cilantro, mint, and lettuce) in the center of the rice paper wrapper.

Roll the Spring Roll
Fold the sides of the wrapper over the filling, then roll from the bottom up to encase the filling tightly. Repeat with the remaining wrappers and fillings.
Prepare the Dipping Sauce

Mix the Sauce Ingredients
In a small bowl, combine soy sauce, rice vinegar, honey, sesame oil, and chili flakes. Stir until well mixed.
