Make the Caramel
In a small saucepan, combine the granulated sugar and water. Heat over medium heat until the sugar dissolves and turns a golden brown color. Quickly pour the caramel into the bottom of a round cake pan, tilting the pan to coat the bottom evenly. Set aside to cool and harden.

Prepare the Cake Layer
In a separate bowl, mix together the flour, sugar, cocoa powder, baking powder, baking soda, and salt. In another bowl, whisk together the milk, vegetable oil, egg, and vanilla extract until combined. Gradually add the wet ingredients to the dry ingredients, mixing until just combined.

Layer the Mixtures
Pour the flan mixture over the cooled caramel in the cake pan. Then gently pour the chocolate cake batter over the flan mixture. Do this slowly to avoid mixing the two layers.

Bake the Choco Flan
Preheat your oven to 350°F (175°C). Place the cake pan in a larger baking dish filled with water (this is a water bath). Bake for about 50-60 minutes, or until a toothpick inserted into the chocolate cake comes out clean.

Cool and Serve
Once baked, remove the cake pan from the water bath and let it cool at room temperature. Refrigerate for at least 4 hours or overnight. To serve, run a knife around the edges of the pan, then invert onto a plate to release the flan. Slice and enjoy your Choco Flan!
