In a large pot, combine the chicken or vegetable broth, water, soy sauce, rice vinegar, and chili paste. Bring to a boil over medium-high heat.

In a small bowl, mix the cornstarch with a couple of tablespoons of cold water to create a slurry. Gradually add this slurry to the boiling broth while stirring continuously until the broth thickens. Season with salt and white pepper to taste.
