Prepare the Calamari
Rinse the calamari rings under cold water and pat dry with paper towels. Set aside.
Make the Tempura Batter
In a mixing bowl, combine all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add cold water while whisking until the batter is smooth and slightly thick.
Heat the Oil
In a deep pot or fryer, heat vegetable oil to 180°C (350°F).
Fry the Calamari
Dip the calamari rings into the tempura batter, allowing excess to drip off. Carefully drop them into the hot oil in batches, frying for about 2-3 minutes or until golden brown. Remove with a slotted spoon and drain on paper towels.
Serve
Arrange the tempura calamari on a serving platter and serve hot with katsu sauce on the side for dipping.
