Making the Dough

Combine Dry Ingredients
In a mixing bowl, combine the milk powder, all-purpose flour, baking soda, and cardamom powder. Mix well until evenly combined.

Add Ghee
Add the ghee to the dry mixture and rub it in with your fingers until the mixture resembles fine breadcrumbs.

Add Milk
Gradually add the milk, one tablespoon at a time, and knead gently to form a soft and smooth dough. Be careful not to over-knead.

Rest Dough
Cover the dough with a damp cloth and let it rest for about 15-20 minutes.

Add Flavorings
Once the syrup starts boiling, lower the heat and add the rose water and saffron strands. Let it simmer for about 5 minutes, then remove from heat.
Frying the Dough Balls

Form Dough Balls
After resting, divide the dough into small portions and roll them into smooth balls, about the size of a marble.

Heat Oil
In a deep frying pan, heat the ghee or oil over medium heat until hot but not smoking.

Fry the Balls
Carefully drop the dough balls into the hot ghee/oil, a few at a time, making sure not to overcrowd the pan. Fry until they are golden brown, turning occasionally for even cooking.

Soak in Syrup
Once fried, remove the balls with a slotted spoon and place them directly into the warm syrup. Let them soak for at least 30 minutes before serving.
