Preheat the Oven
Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.

Mix Dry Ingredients
In a large mixing bowl, sift together the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt until well combined.

Incorporate Boiling Water
Carefully stir in the boiling water until the batter is well combined. The batter will be thin.

Bake the Cakes
Divide the batter evenly between the prepared cake pans and bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Cool the Cakes
Remove the cakes from the oven and let them cool in the pans for 10 minutes before transferring them to a wire rack to cool completely.

Heat the Cream
In a small saucepan, heat the heavy cream over medium heat until it begins to simmer. Do not let it boil.

Add Chocolate Chips
Remove the saucepan from heat and add the semisweet chocolate chips. Let them sit for a few minutes to soften.

Stir to Combine
Stir the mixture until smooth and all the chocolate chips are melted and incorporated into the cream.

Cool the Ganache
Let the ganache cool at room temperature until it thickens slightly but is still pourable.

Frost the Cake
Once the cakes are completely cooled, place one layer on a serving plate, pour some ganache over the top, and then place the second layer on top. Pour the remaining ganache over the top and sides of the cake.
