Prepare the Filling
In a large bowl, combine ground pork, chopped cabbage, grated carrot, chopped green onions, minced garlic, soy sauce, sesame oil, salt, and black pepper.

Mix the ingredients thoroughly until well combined. Set aside to marinate for about 15 minutes.

Prepare the Dough
In a mixing bowl, combine all-purpose flour and salt.

Incorporate Water
Gradually add boiling water while stirring with a fork or chopsticks until the mixture starts to come together.

Knead the dough on a lightly floured surface until smooth, about 5-7 minutes. Cover with a damp cloth and let it rest for 30 minutes.
Assembling Dumplings

Prepare the Wrappers
After resting, divide the dough into small balls (about 20 grams each). Roll each ball into a thin circle, approximately 10 cm in diameter.

Place about 1 tablespoon of filling in the center of each wrapper. Fold the wrapper in half and pinch the edges to seal. Ensure there are no air pockets.

Set up a steamer over boiling water. Place the dumplings in the steamer basket, making sure they don’t touch each other.

Cover and steam the dumplings for about 15-20 minutes, or until the pork is fully cooked and the wrappers are translucent.

In a small bowl, combine soy sauce, rice vinegar, chili oil, sugar, and minced garlic. Stir well until the sugar dissolves.
