    In a large pot, bring 4 cups of water to a boil. Add the chopped clams and cook for about 5 minutes until they are just opened. Remove from heat and strain the clams, reserving the clam juice.

    In the same pot, melt the butter over medium heat. Add the chopped onion, celery, and diced potatoes. Cook for about 5-7 minutes until they begin to soften.

    Make the Roux

    Sprinkle flour over the vegetables and stir well, cooking for about 2 minutes to create a roux.

    Add Liquids

    Gradually whisk in the reserved clam juice, milk, and heavy cream. Bring the mixture to a gentle simmer.

    Season the Chowder

    Add the cooked clams, salt, black pepper, thyme, and bay leaves. Simmer for an additional 15-20 minutes, stirring occasionally until thickened.

    Remove bay leaves and serve the chowder hot, garnished with fresh parsley if desired.
