Make the Dough
In a mixing bowl, combine the flour and salt. Gradually pour in boiling water while stirring with chopsticks or a fork until the mixture starts to come together. Knead the dough on a floured surface for about 5-7 minutes until it's smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large bowl, combine ground pork, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.
Gyoza Assembly

Assemble the Gyoza
Divide the dough into 24 equal pieces. Roll each piece into a round wrapper about 3 inches in diameter. Place a spoonful of filling in the center of each wrapper. Fold the wrapper in half and pinch the edges tightly to seal. Create pleats on one side for a traditional look.

Cook the Gyoza
Heat a non-stick skillet over medium heat and add a small amount of oil. Place the gyoza in the skillet, flat side down. Cook for about 2-3 minutes until the bottoms are golden brown. Add about 1/4 cup of water to the skillet and cover immediately. Steam the gyoza for 5-7 minutes or until cooked through. Remove the lid and allow any remaining water to evaporate.

Make the Dipping Sauce
In a small bowl, mix together soy sauce, rice vinegar, and chili oil. Serve alongside the gyoza with hot mustard.
