Mix the Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add water while kneading until you form a smooth dough. Cover with a damp cloth and let it rest for 30 minutes.

Roll Out the Dough
After the dough has rested, divide it into small balls (about the size of a golf ball). Roll each ball into a thin circle, about 3 to 4 inches in diameter.

Prepare the Filling
In a mixing bowl, combine the ground pork, chopped cabbage, green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and pepper. Mix thoroughly until well combined.

Fill the Gyoza
Take one dough circle and place about 1 tablespoon of the filling in the center. Wet the edges of the dough with water, fold it in half, and pinch the edges to seal. Make pleats along the edge for decoration, if desired.

Fry the Gyoza
Heat oil in a non-stick skillet over medium heat. Place the gyoza in the skillet and fry until the bottoms are golden brown, about 2-3 minutes.

Steam the Gyoza
Add 1 cup of water to the skillet and cover with a lid. Allow the gyoza to steam for about 5-7 minutes, or until the water has evaporated and the gyoza are cooked through.
