Marinate Chicken

Cut the chicken breasts into bite-sized pieces and place them in a mixing bowl. Add soy sauce, rice vinegar, cornstarch, and ground black pepper. Mix well to coat the chicken evenly. Cover and marinate in the refrigerator for at least 30 minutes.
Prepare Batter

In a separate bowl, combine all-purpose flour, cornstarch, baking powder, water, and salt. Whisk until smooth to create the batter.
Fry Chicken

Heat vegetable oil in a deep skillet or frying pan over medium-high heat. Dip marinated chicken pieces into the batter, allowing excess to drip off. Carefully place the battered chicken into the hot oil and fry until golden brown and cooked through, about 4-5 minutes. Remove and drain on paper towels.

In a saucepan over medium heat, combine soy sauce, sugar, rice vinegar, sesame oil, minced garlic, minced ginger, red pepper flakes, and water. Stir and bring to a boil.

In a small bowl, mix cornstarch with a little water to create a slurry. Add the slurry to the boiling sauce, stirring constantly until it thickens, about 1-2 minutes. Remove from heat.
Combine and Serve

In a large bowl, toss the fried chicken with the sauce until evenly coated. Serve hot, garnished with sliced green onions and sesame seeds.
