Preheat the Oven
Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking pan.

Melt the Butter
In a medium saucepan, melt the unsalted butter over low heat. Remove from heat and let it cool slightly.

Mix Sugars and Eggs
Stir in the granulated sugar and brown sugar until well combined. Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

Combine Dry Ingredients
In a separate bowl, whisk together the flour, cocoa powder, and salt.

Mix the Batter
Gradually add the dry ingredients to the wet mixture, stirring until just combined. Fold in the chocolate chips.

Bake the Brownies
Pour the brownie batter into the prepared baking pan and spread it evenly. Bake in the preheated oven for 25-30 minutes or until a toothpick inserted into the center comes out with a few moist crumbs.

Cool the Brownies
Allow the brownies to cool in the pan for at least 15 minutes before cutting them into squares.

Prepare the Brownie Base
Place a brownie square at the bottom of a serving bowl or dish.

Add Ice Cream
Place a scoop of vanilla ice cream on top of the brownie.

Top with Whipped Cream
Generously dollop whipped cream over the ice cream.

Drizzle with Chocolate Syrup
Drizzle chocolate syrup over the whipped cream and brownie.

Finish with a Cherry
Place a maraschino cherry on top of the whipped cream for garnish.
