In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms.

Turn the dough onto a floured surface and knead for about 5-7 minutes until smooth and elastic.

Rest the Dough
Cover the dough with a damp cloth and let it rest for at least 30 minutes to allow it to relax.

Combine Filling Ingredients
In a large bowl, combine the ground pork, green onions, garlic, ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until fully combined.

Chill the Filling
Cover the bowl with plastic wrap and refrigerate the filling for about 15-20 minutes to enhance the flavors.
Dumpling Assembly

Roll Out the Dough
After resting, roll the dough into a long log and cut it into small pieces (about 1 inch each). Roll each piece into a circle about 3 inches in diameter.

Place a small spoonful of the pork filling in the center of each dough circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal.
