Slice the Beef
Thinly slice the beef sirloin against the grain into strips about 1/4 inch thick.

Marinate the Beef
In a bowl, combine soy sauce, cornstarch, rice wine vinegar, minced garlic, and grated ginger. Add the sliced beef to the marinade and let it sit for at least 30 minutes.

Prepare the Broccoli
While the beef is marinating, wash and cut the broccoli into bite-sized florets.

Cook the Broccoli
In a large skillet or wok, bring water to a boil. Add the broccoli florets and blanch for about 2-3 minutes until bright green and tender-crisp. Drain and set aside.

Cook the Beef
In the same skillet, heat a little oil over medium-high heat. Add the marinated beef in batches and stir-fry until browned and cooked through, about 3-4 minutes. Remove and set aside.

Make the Sauce
In a small bowl, whisk together the beef broth, soy sauce, brown sugar, sesame oil, cornstarch, and water until smooth.

Combine Everything
Return the beef to the skillet, add the broccoli, and pour the sauce over the mixture. Stir well to coat everything in the sauce and cook for an additional 2-3 minutes until the sauce thickens.
Serving

Garnish and Serve
Sprinkle sesame seeds and sliced green onions on top before serving. Serve hot over rice or noodles.
