Marinate Chicken

Prepare the Chicken
In a bowl, mix together soy sauce, rice wine, and cornstarch. Add the chicken thighs and coat well. Let marinate for at least 30 minutes.

Make the Batter
In a separate bowl, combine all-purpose flour, cornstarch, baking powder, and salt. Gradually whisk in water until a smooth batter forms.
Fry the Chicken

Heat Oil
In a deep frying pan or wok, heat oil to 350°F (175°C).

Coat and Fry
Remove marinated chicken from the marinade and dip into the batter. Fry the chicken in batches until golden brown and cooked through, about 5-7 minutes per batch. Drain on paper towels.
Make the Sauce

Combine Sauce Ingredients
In a saucepan, combine soy sauce, rice vinegar, sugar, sesame oil, garlic, ginger, and red chili flakes. Heat over medium until sugar dissolves.

Thicken the Sauce
In a small bowl, mix cornstarch with water to create a slurry. Add to the sauce, stirring until thickened, about 2-3 minutes.

Toss the Chicken
Add the fried chicken to the sauce and toss to coat evenly.

Serve hot, garnished with chopped green onions and sesame seeds.
