Prepare the Batter
In a large mixing bowl, combine the flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold beer or sparkling water until the batter is smooth and well combined. Let it rest for 30 minutes.

Heat the Oil
In a deep frying pan or pot, heat the oil over medium-high heat until it reaches 350°F (175°C). You can test the temperature by dropping a small amount of batter into the oil; it should sizzle and rise to the surface.

Coat the Fish
Pat the fish fillets dry with paper towels. Dip each fillet into the batter, ensuring it is fully coated.

Fry the Fish
Carefully place the coated fish fillets in the hot oil, cooking in batches if necessary. Fry for about 4-5 minutes on each side, or until golden brown and crispy. Remove and drain on paper towels.
