In a large bowl, mix the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder together. In a separate bowl, whisk the eggs and milk together, then combine with the dry ingredients to form a smooth batter.

In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
