Form the Dumplings
In a mixing bowl, combine the paneer, all-purpose flour, and baking soda. Knead until smooth. Divide the mixture into small balls (about 1 inch in diameter).

Cook the Dumplings
Gently drop the prepared dumplings into the simmering sugar syrup. Cook for about 10-12 minutes, until they double in size. Remove from heat and let them cool in the syrup.

Assemble the Rasmalai
Remove the dumplings from the syrup and place them in a serving dish. Pour the warm milk mixture over the dumplings. Chill in the refrigerator for at least 2 hours.

Garnish and Serve
Before serving, garnish with crushed pistachios and serve chilled.
