Make the Dough
In a mixing bowl, combine urad dal flour, black pepper, cumin seeds, and salt. Gradually add water to the mixture, mixing until a smooth and pliable dough forms.
Roll Out the Papadums
Divide the dough into small balls (about the size of a golf ball). On a lightly floured surface or using a rolling pin, roll each ball into a thin, round wafer.
Bake the Papadums
Preheat your oven to 375°F (190°C). Place the rolled-out papadums on a baking sheet lined with parchment paper. Brush each with a little oil. Bake for about 10-15 minutes, or until they are crisp and lightly golden. Keep an eye on them to prevent burning.
Cool and Serve
Remove from the oven and let them cool completely. Serve them in a basket as an appetizer or snack.
