Prepare the Rice
In a medium saucepan, combine the basmati rice and water (or broth). Bring to a boil over high heat. Once boiling, reduce the heat to low, cover, and simmer for 15-20 minutes until the rice is tender and the liquid is absorbed. Remove from heat and let it sit covered for another 5 minutes.

Cook the Hamburger
In a large skillet, heat the vegetable oil over medium heat. Add the chopped onion and minced garlic, and sauté until the onion is translucent, about 3-4 minutes.

Season the Meat
Add the ground beef to the skillet. Break it up with a spatula and cook until browned, about 5-7 minutes. Drain excess fat if necessary.

Add Seasonings
Stir in the salt, black pepper, paprika, and cumin. Cook for an additional 2 minutes, allowing the flavors to meld.

Combine and Serve
Fluff the cooked rice with a fork and spoon it onto plates. Top with the seasoned hamburger mixture. Serve warm.
