Prepare the Mixture
In a mixing bowl, combine minced lamb, finely chopped onion, ginger-garlic paste, green chilies, coriander leaves, mint leaves, rice flour, black pepper powder, and salt. Mix well until all ingredients are thoroughly combined.

Form the Balls
Take a small portion of the mixture and shape it into a ball, about the size of a golf ball. Repeat until all the mixture is used.

Heat the Oil
In a deep frying pan, heat oil over medium heat. Ensure that there is enough oil to submerge the meatballs.

Fry the Meatballs
Once the oil is hot, carefully drop in the meatballs in batches. Fry until they are golden brown and cooked through, about 5-7 minutes per batch. Remove and drain on paper towels.

Serve hot with chutney or a side of your choice.
