Method
Marinating the Beef

Prepare the Marinade
In a medium bowl, combine soy sauce, minced garlic, minced ginger, sesame oil, and black pepper. Mix well.

Marinate the Beef
Slice the beef sirloin into thin strips and add to the marinade. Mix until beef is well coated. Let it marinate for at least 30 minutes or up to 2 hours in the refrigerator.
Cooking the Rice

Rinse the Rice
Rinse jasmine rice under cold water until the water runs clear to remove excess starch.

Cook the Rice
In a pot, combine rinsed rice and water. Bring to a boil, then reduce heat to low, cover, and cook for 15-20 minutes or until water is absorbed and rice is tender.
Grilling the Beef and Vegetables

Preheat a grill or grill pan over medium-high heat.

Serve the grilled beef over a bed of jasmine rice, topped with grilled vegetables.
