Marinate the Skirt Steak
In a bowl, whisk together olive oil, soy sauce, lime juice, minced garlic, ground black pepper, salt, cumin, and chili powder. Place the skirt steak in a large resealable plastic bag or shallow dish and pour the marinade over it. Seal the bag or cover the dish and marinate in the refrigerator for at least 30 minutes, or up to 4 hours for best flavor.

Preheat a grill or stovetop grill pan over high heat. Remove the skirt steak from the marinade and let any excess marinade drip off. Discard the marinade. Place the steak on the grill and cook for about 3-4 minutes on each side for medium-rare, or until the desired doneness is reached. Use tongs to flip the steak, and avoid piercing it to retain juices.

Once cooked, transfer the skirt steak to a cutting board and let it rest for about 5-10 minutes. This allows the juices to redistribute within the meat.
