Prepare the Batter
In a large bowl, whisk together the flour, cornstarch, baking powder, salt, black pepper, garlic powder, and cayenne pepper. Gradually add the cold water, stirring until you have a smooth batter.

Heat the Oil
In a large, deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Coat the Shrimp
Dip each shrimp into the batter, allowing the excess to drip off before gently placing them in the hot oil.

Fry the Shrimp
Fry the shrimp in batches, being careful not to overcrowd the pan. Cook for about 3-4 minutes or until golden brown and cooked through.

Drain and Serve
Remove the shrimp with a slotted spoon and drain on paper towels. Serve hot with cocktail sauce and lemon wedges.
