    Prepare the Rice

    Rinse the rice under cold water until the water runs clear. In a medium saucepan, combine the rice with 4 cups of water, add a pinch of salt, and bring to a boil. Once boiling, reduce the heat to low, cover, and simmer for 18-20 minutes until the rice is cooked and water is absorbed.

    Prepare the Vegetables

    Slice the onion and tomatoes into thin slices. Mince the garlic and chop the cilantro.

    Marinate the Fish

    In a bowl, combine the fish fillets with lemon juice, garlic, salt, and black pepper. Allow to marinate for about 15 minutes.

    Layer the Ingredients

    In a steaming dish, layer the onion slices at the bottom, followed by the marinated fish fillets, and then top with tomato slices and cilantro.

    Steam the Fish

    Fill a pot with water and bring it to a simmer. Place the steaming dish on top (make sure it doesn't touch the water) and cover. Steam for about 15-20 minutes, or until the fish is cooked through and flakes easily with a fork.

    Fluff the rice and serve it alongside the steamed fish, garnished with additional cilantro if desired.
