Fry the Fish
Season the fish fillets with salt and pepper. Dredge each fillet in flour, shaking off excess. In a large skillet, heat vegetable oil over medium-high heat. Fry the fish for about 3-4 minutes on each side until golden brown and cooked through. Remove and drain on paper towels.

Make the Seafood Sauce
In the same skillet, add a bit more oil if necessary. Sauté chopped onion and minced garlic until fragrant. Add shrimp, squid, and mussels. Cook for about 3-4 minutes until they are cooked through. Pour in the white wine and let it reduce for 2-3 minutes.

Add Cream
Lower the heat and stir in the heavy cream and lemon juice. Allow it to simmer for 2-3 minutes until the sauce thickens slightly. Adjust seasoning with salt and pepper as needed.

Serve
Place a portion of rice on each plate. Top with a fried fish fillet and generously spoon the seafood cream sauce over the top. Garnish with chopped parsley and serve immediately.
