Beef Filling Preparation

Cook the Beef
In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the chopped onion and sauté for 3-4 minutes until softened.

Add Garlic and Spices
Add the minced garlic, chili powder, cumin, salt, and black pepper to the skillet. Stir and cook for another minute.

Brown the Beef
Add the ground beef to the skillet. Cook until browned, breaking it up with a spatula, about 5-7 minutes.

Add Tomatoes
Stir in the canned diced tomatoes and let the mixture simmer for 5 minutes. Remove from heat.

Combine Sauce Ingredients
In a saucepan, combine the canned tomato sauce, water, chili powder, cumin, garlic powder, and salt. Stir well.

Simmer the Sauce
Bring the mixture to a simmer over medium heat and let it cook for 10 minutes, stirring occasionally.
Assembly

Preheat Oven
Preheat your oven to 350°F (175°C).

Fill the Tortillas
Lay out the tortillas and place about 1/3 cup of the beef filling in the center of each. Sprinkle with shredded cheese.

Roll and Place in Baking Dish
Roll up each tortilla and place seam-side down in a greased baking dish.

Top with Carne Sauce
Pour the carne sauce over the rolled tortillas and sprinkle remaining cheese on top.

Bake
Bake in the preheated oven for 20-25 minutes, until the cheese is bubbly and golden.

Serve
Remove from the oven, let cool for a few minutes, and serve with sour cream and chopped cilantro on the side.
